does a 1998 NS8B have an Air Filter

My engine ran great. It sat for about 3 months. Now it starts but will not idle. it only runs at high RPMs. I took the Carb off to check for float sticking and just basically see if it is dirty. I noticed it has a plastic hood that the two carb bolts hold on, but their is no air cleaner in that hood. Is this correct? or am I missing a air cleaner?

Odds are the idle circuit of the carb needs a Proper cleaning. No, no air filter. The intake cover "hood" must be installed to get the proper mixture.
