difficulty with cold starts-E10EESC

Hello and good morning,

I have a new to me motor that I would like insight on how to repair. The motor I have is an Evinrude 9.9, and I believe a 1990 model. I am having trouble starting motor at the beginning of a fishing trip. The motor will sound like it wants to start with the choke engaged on the first pull then it is taking 15-25 pulls to get to start. It also has electric start, and I do have to crank the electric start for what feels like 10-15 seconds before it will begin to fire. Once the motor warms up and runs for any length of time I can get it to start with 1 pull or start instantly with the electric start every single time. Compression is 100/102. I would like some suggestions on what tests to complete next? Thanks and have a blessed day.
 
Remove cover on air silencer.----Does choke fully close and stay closed when attempting to start?-----If motor barks after 1 pull with starter then choke is working well.----Push choke in and pull cord again.

Yes choke stays fully closed when attempting to start. I will push choke in after first pull and pull cord again to start.
 
I did exactly as recommended above: pulled out choke, pulled rope, pushed in choke pulled rope again. Fired right up on second pull when cold for first start of this fishing trip. However throughout the day I shut off the outboard while using trolling motor and for restarts to move positions on the lake I had I was unsuccessful on second/third/fourth pull starts with this technique. My outboard is still requiring 10+ pulls or 5+ seconds of electric start cranking to fire. Motor ran great once started. Idles at around 900 rpm all day without missing a beat.
 
motor continues to bark after first pull but will not start after pushing choke back in until 10-15 pulls later. Recommendations on what testing to do next?
 
Check to see if the throttle pick up is adjusted correctly, typically when in neutral, throttle advanced against the stop at the start position, the throttle roller connected to the carburetor, should just be touching the stator plate cam where the dash mark is. If it is not adjusted correctly that can cause the problem you are having.
 
Does primer bulb go hard , yes or no ?----Are you advancing throttle to the neutral stop , yes or no?---Ignore " start " on tiller handle.

I have the cam roller follower just touching the dash mark on the stator plate as the butterfly in the carb starts to open. I believe the throttle timing is adjusted correctly. I hooked up a tach to help me. Motor will idle at 900 rpm and I can get it around 2800 rpm when the trottle is advanced all the way to neutral stop.

Yes bulb gets hard and stays hard.
Yes I am advancing throttle to neutral stop. My tach shows rpm at 2800 when I start motor. I sprayed starting fluid on both side of manifold to see if leak. No increase in speed.
 
last 2 days I've been able to cold start motor on first pull. I twisted the cam roller follow in about 1/4 turn and was able to turn the low speed idle screw out about 1 full turn (2 and 1/8 now) I think this increased rpm on start and allowed more fuel to be used while starting causing motor to start on first pull like it should. WIll try few more days and report back.
