I was wondering what the difference between a 1999 Johnson OceanPro and an Evinrude of the same year. Am I correct that the OceanPro is not a Ficht and the Evinrude is?

You are correct. Evinrude from 1999-2001 was Ficht or fourstroke. Johnson was carb 2 stroke. From 2002 on Evinrude was Ficht/DI/E-tec. Johnson was carb 2 stroke or EFI 4 stroke until they were phased out.
