Trying to diagnose what feels like stiff steering at helm. I have disconnected the steering tilt cable at engine, and I can turn engine by. hand quite freely but when connected, trying to turn engine to right or left is very stiff as is the case at helm. Cable is new. How does one gauge what is normal stiffness when turning engine by by hand and at helm? The tilt tube has been greased. What other steps can I take to isolate the issue with stiff steering?
