dead key upon start attempt

Have a 2002 four winns 298 with twin VP 5.0 GXi with DP outdrives. When I try to fire the STB engine, I have a dead key. The fuel pump will initialize and the engine alarm will beep, but nothing when I go to fire the engine, not even a solenoid click, or reduction in voltage on the volt meter. Operations I have conducted: I have checked all cables and connections, starting at the battery ad verified for continuity and/corrosion: OK. Checked the ignition switch: OK. I have swapped out rely and fuses: OK. I swapped neutral safety switch with other motor: OK. I am stumped, any thoughts?
 
With voltmeter black lead on the engine block:
You should see 12 volts @ the heavy lead to the starter from the battery
You should also see 12 volts at the thin control lead from your start key on the solenoid when key is moved to start position.
You should see zero volts on the other ( the one that goes to ground on some starters solenoid) lead to the solenoid when you move the key to start.
