Curious starting issue

I have a 93 (i think) Evinrude 28 hp. A starting issue has developed. In a nutshell if the battery is not fully charged the motor wont fire. It will crank over like normal with the battery that is in the boat but if that battery is not fully charged it wont fire up. If i throw a freshly charged battery on it via jumper cables to the normal battery it starts right up. Could this be an issue with the coil not working correctly with slightly depleted battery voltage? There is no difference in the RPM it is cranking when on the original battery vs it being jumped. Hopefully someone has an idea as this has me stumped...
 
The battery 12 volts is NOT USED to make the spark.------The ignition is driven by the flywheel when it is spinning fast enough.----So perhaps you need a new battery .---Also inspect your cables and connections.----I would also pull starter apart for a " no money spent " inspection !
 
thanks for the response racerone. There is no difference in how fast the engine is turning over between the two batteries. Starter is working great. Engages normally and spins the motor over plenty fast. I wonder if there is an issue with the magneto or something. Just seems to make no sense that if the motor creates its own spark why the batteries would make any difference if there were both cranking at the same revolution. I am going to pull the spark plugs this weekend when I go back to the cabin to see if there is a difference in spark between the two batteries.
 
You do not use sparkplugs when testing maximum ignition out put.---A test device is needed.------Some trouble shooting required here.-----Good luck with it.
 
It would be beneficial to use the motor numbers to identify what the actual year the motor was manufactured. Go to "boat engine parts" at the top of this page and you will be able to pinpoint the exact year of manufacture.
