"I have a B&G network engine monitor on my 96 silverton with 454 XLI and am receiving a "spark retard error" indicator on my port engine when under way at cruise speeds (ie 3600 RPM). It appears that maybe there's something wrong with the distributor, but cant find anything that clearly identifies what this error is.

Thoughts?"
 
I think I would try to verify

I think I would try to verify what trouble code is actually being set with a code tool or scan tool. Some Crusaders are equipped with a DLC dust cover that doubles as a code tool.

My guess would be you are setting either a code 42 (Ignition Control) or 43 (Knock Sensor). But you need to know which one in order to begin to troubleshoot the problem.

your B&G has picked up that error message from the ECM controlling your big block. Could be the knock sensor or harness. Don't have the XLI service manual so don't have more details.

Interesting stuff. I did find the error codes listing and it appears that there are two codes that refer to timing:

1 - Knock Sensor - continuous knock detected
2 - Knock sensor - no knock detected

I'll have to try to put together the scan tool to determine the actual fault. It sounds like it's pointing towards the knock sensor at this point.
