Cranks WONT START.

1979 evenrude has good fire at the plugs cranks over spits though exhaust and back fires.

Model number? did you check compression, check spark gap good fire means nothing, if we knew what motor your working on. If it has a mag ignition it must jump a gap of at least 1/4 inch and the earlier CDs need at least a 3/8 spark brite blue snap. Do you have the plug wires on the wrong plugs?

1979 115 Hp Evenrude. passed spark test.

Backfires? Possibly someone did not torque the flywheel nut properly (105 foot pounds). Check for a sheared flywheel key.
