"I have a 89, 85hp with a 17 degree pitch. at wot she is just at 4500rpm, 4200with 4 people. should i move dowm to a 15 pitch?

Increasing pitch will lower your rpm (appears you've figured that out).
The question really is, how do you use your boat, # of people usually on board, do you tow skiers, etc."
