Cooling system

I replaced the pump it pumps but its not coming out the fitting on top. There is water coming from around the spark plugs and when I remove the 1/8" plug water shoots out of it so I know the pump is working I think I may have a clog somewhere? Mercury 50hp

Replace the water jacket gasket , the cover on the back of the engine.------Tube for tell tale is likely plugged.
