This motor has run no problems

This motor has run no problems for 3 years. Started it up this morning after it had sat for a month. On the first start the water expelled out of the back hole was running a continues stream. On the second start and all starts after no continues stream. I do not want to burn up the engine so I stopped. Is this a water pump problem? Why all good on the first start then no stream of water after second start.
Any suggestions are greatly appreciated.
