Converting a 98 hp to a 15 hp

I am wondering if i can conver

I am wondering if i can convert my 1963 Merc 9.8 to a 15 hp rating. If so what do i need to do?

You can detune it to a 7.5 horse, but at 9.8 it's already at it's max horsepower output, at least as far as a "stock" engine goes."
