Ok first things first motor is 1977 johnson 200hp did compression test and all.6 cylinders read 60 psi is this enough compression or should i be lookin to new headgaskets and such?
 
Why diagnose it if you don't know if it runs. What if you do all the work get it running find out something wrong that is more than the motor is worth do the easy cheap stuff first also your compression may come up after its been run and the rings get lubed up
 
Gotta start somewhere if compression is bad or imbalanced shows piston damage. Was always taught to check compression first to see if it's even capable of running
 
Thats up to you how you want to do it but you may trying to diagnose a problem you may or may not have. I have worked on a lot of motors over the years I have found the easiest way to find out if it runs is hook up a gas line connect the battery and turn the key.
 
Ok i misunderstood what you asked i have tried to start it and it just turned.over i rebuilt the carbs and tried again no change it will start but not run with a small spray of starter fluid "I KNOW ITS BAD FOR TWO STROKES LOL" any other direction i should be looking im open ro advice
 
Are the plugs wet when it turns over check for spark on all the cyl if you use staring fluid just use the stuff with upper cylinder lube or better yet get a spray bottle full of 50/1 I would not worry about compression yet and will it run if you keep the choke on
