"One thing that some people don't realize is that if they use a pressure gauge connected to a relatively large flex hose, the compression readigs will be somewhat distorted. This is beacuse the engine is now compressing air not just into the combustion chamber, but also inside the volume of the hose. Nevertheless, if the engine has been running well until now and you have not experienced any loss of power or blow-by gases coming from the crankcase, you may be OK for the time being. Once thing you may want to do is to conduct a leakdown test to see if there is loss of compression through exhaust valves, in which case the engine will need a head job. And of course, if there are leaks going into the crankcase, that means the engine needs to be rebuilt or replaced.
Regarding the engine not starting, it could be due to wrong distributor timing; or also due to wrong valve timing (timing belt jumping one tooth or more). You may want to check those two items."
