commander 3000 cables hookup

I bought a 1997 Tracker 40hp from a widow. Was stored in barn. The comm 3000 sidemount has simple 1/4" hole hookups the cables have exactly the same, (1/4") holes. Do they hookup side by side, with a clevis pin? That doesn't look like the best idea to me. So, is their a different way to hook them up? Thanx in advance.
