cold start issues

I have a 1988 Mercury 60 Hp 3cyl outboard that will not start unless it has a shot of starting fluid. The remote does not have a chock button or a push in key choke. There is no choke button on the motor. Does that mean it has an electronic choke or a fuel enrichener? How do I find out? Everyone I talked to keeps saying to push in the key. The key does not push in. I do lift the lever on the remote but that does not do anything other than increase the rpm once the motor is started

Wrong key switch is my guess.----Need to post pictures of control.----Pictures of motor in and around carburetors.
