cold Start issues

I have a 1975 Mercury 65 hp Model 650.
I just bought it and having trouble cold starting it.
Once it finally starts and warms up; it runs like a scalded
dog. Someone told me it might be a choke adjustment
issue. Can someone please give me some advice on what it might be and what I can do to fix this?
I don't have the money to pay a professional to fix this, so I'm hoping someone on here can help me .

First of all, those motors need a LOT of throttle when starting cold. If the motor (warmed up with the warm up lever all the way up) doesn't scream at 3,000 rms or more, you need to adjust the cable until it does.

The carbs (if they have those black plastic chokes) can be a problem--they warp and don't seal tight.

Is that what yours has?

I'm not sure about the chokes if they are plastic or not.
I'll check when I get home. I don't have an rpm gauge on my boat to check the rpms. Keep in mind that I'm a complete idiot when it comes to outboards.
