cold start issues even when hot. 1981 rude 90 hp

my 1981 90 hp evinrude has a cold start on every restart. my normal cold start routine... run fast idle lever up to "start" position hold key in for 3 seconds then turn to start.. engine fires up after cranking 5-8 seconds. lower fast idle lever to about half way and let it run there about 30-40 seconds or until idles smooth, then drop in gear and go. problem is every time I start it up I have to do the same process even if Its 20 times a day I start it up.
my first thought was dirty carbs. puled carbs and cleaned them EXTREMELY well soaking in cleaner for 24 hours then running small strand of wire thru every orfice in the carb followed by compressed air. still had problems so I took them to my local evinrude dealer for a cleaning and rebuild. installed them and checked the link and sync. still same problem...compression tested 105. 105 102 105 all spark jumped 7/16 gap with no problems
 
Starting your motor.-------Prime the bulb.-----Then raise throttle only lever.-----Then turn key to crank and push in the key while cranking.---Hold key in while cranking till motor fires up.
 
well naturally I prime the bulb first... but should I have to go thru this start up process EVERY time I start up??? im having to do this even if I run the boat 10 miles switch off for 2 minutes and start back up.. I would think after the engine warms up I should bump the key and fire right up drop in gear and go, but after doing the initial start up routine every time it gets old... no issues running after it cranks. but if I start it up after it warms up and don't run the fast idle for 30-40 seconds it just dies when in gear. I have tried pushing the key in without running fast idle (on hot start) as im throttleing up and it will eventually go on, but its easier to just run fast idle at half way for 30 seconds or so before taking off, its just aggravating especially at the ok trying to load up.
 
Is the electric valve / primer working.----When motor is running what happens when you push the key in.-------Motor should slow down and load up with fuel.
