"I have a 1988 70hp that will

"I have a 1988 70hp that will absolutely will not take the throttle until it is warmed up completely to operating temp. I have to keep edging the throttle to speed up until the motor is hot. If I stop and fish a while, It is the same all over again. After the engine is hot, it responds perfectly. Any ideas?

FJ is right the low speed mixt

FJ is right the low speed mixture srews are too lean turn them out (anti clock wise) a 1/4 turn and im sure your problem will be fixed
