coils rubbing against the flywheel

Hi,I am new on this forum.I recently have purchase a 1956 3hp evinrude lightwin and I am in the restoration process.
I have installed two new coils (NAPA 18-5181) but they rub against the flywheel.There is not much adjustment on the 3 bolts holding the coils to the plate.
What to do? Can I file them a little bit?
Another question: I also have purchased a carburetor kit for the same engine.The kit have 2 plastic washers,where do they go?Are they for this carburetor?

The ends of the coils have to be flush with the mag plate. If they are and still rubbing you may have a badly worn mag plate.
