cmc tilt question

I have a pt35 that will go up and not down, I can swap the relays and it will go down and not up. I have replaced both relays with brand new ones and I'm getting the same result. Will I need to swap the entire wiring harness now? I'm kinda stumped.

Most likely it's the switch, but can also be the wiring connector

A clutch on the OMC Electric Tilt which will allow the drive to go down but, if not adjusted tight enough will not allow the drive to go up;

Not sure what a PT35 is but, President John F Kennedy's Boat was PT109?!!

CMC is an aftermarket trim / tilt unit for an outboard motor.
