Clutch cone slipping in forward

I have a Four Winns Horizon 1998 3.0 litre 4 cyl with Volvo Penta sx- c1
This year my forward clutch cone started slipping and the dealer suggested that I replace the shift mechanism and put a new clutch cone in it
The repairs are going to be $2,600 .
Instead of I put a reverse prop on it and changed the shift linkage at the back so that it would do opposite reverse and forward which Volvo drives will do.
It is a small reconfiguration of the offset shift rod that let's it connect to the opposite side of the shifter.
A small filing job is required to file a notch in the shifter mechanism so that it won't interfere with the shift Rod going up into place.
You may need to change the control box connection to the second hole that gives you less travel of the shifter cable. Mine I think was in the wrong hole giving me less of a complete shift.
This change lets me use the gears that where are used for reverse and with the left hand prop on your using the part of your transmission you've never fully used before and the other part still works when it's cold and when you rev the engine slightly to engage reverse.
You can do all this yourself and the cost is the price of a left-hand prop ($200)
 
"less of a complete shift" can result in slippage as it interferes with the "servo engage" feature.. fixing the "short shift" will often fix slip.

Once had a "very expert" volvo mechanic quote me $880 ( in 2006$$$) plus 2x $75 to haul/launch boat, to fix my reverse kick up. cost me an hour of my time ( shift cable reversed @ helm and link @ drive) and $0.35 for a new SS cotter pin ( dropped the old one in the water).

While Volvo Penta will not suggest nor instruct us as to the "How-To"........ the sliding sleeve and respective gear cups can be carefully and skillfully "lapped" into each other as to bring the original smooth surfaces back.
In most cases doing so will renew the function, saving the owner many $$$$$.
Again...... you will not find any Volvo Penta information regarding this...... however, I can tell you that it does work well.

Was this suggested after the dealer had pulled things down and had inspected these parts........... or was this a shot in the dark?

OK...... first of all, there is no single "Cone Clutch" component!
The "cone clutch" is a combination of three major components...... 1 sliding sleeve and 2 gear cups.
The gear cups are integral with each "driven" gear...... in other words, you cannot separate and/or replace one gear cup by itself.
In order to replace a gear cup, all three gears (1 drive gear and 2 driven gears) must be purchased and installed.
This involves hypoid gear-set-up work.

My suggestion:
Look up the Volvo Penta instructions pertaining to twin engines w/ Volvo Penta SX C1 stern drives with the Stbd side turning a RH prop, and with the Port side turning a LH prop.
Follow those
instructions keeping in mind that this is NOT an AQ series drive!
