"I have a 68 johnson 100HP out

"I have a 68 johnson 100HP outboard and it wont start since I re did the fiberglass on the boat. I put new spark plugs new fuel bulb and hoses.It has great 110 copresson great spark and is getting fuel to carb, I even put starting fluid in carb and got no response not even a pop. I am new a boat motors but it doesnt make since to me,please help

do not use starter fluid it contains no lube."
