clogged intake screen ?

Water is not coming out of my 1989 Evinrude 25hp pee hole. Is it possible spray paint clogged something in the intake ? I can see through the screen so I tried to take it off and look around inside but it doesn't want to let go.
 
The model number is E25RLCEM. I might could take it apart and change the impeller but I really don't want to. I haven't done that kind of thing in 30 years. Took the water hose off in case it was clogged.

That was probably an owners manual. You need a factory service manual. Try Ken Cook.com in Milwaukee, WI.
 
Thanks. I found one on ebay. Since I got back into fishing I noticed dealers don't keep fishing boats anymore, only those huge ride around things.
 
Cranked to see and dern water started coming out of both places. Must have been the 15th time I cranked it in the last two days. Just got the boat a few weeks ago, a 16 ft 1989 Lowe Jumbo V2. Let it run for about five minutes then cut it off and started it again but water didn't come out immediately, it took five seconds or so.
 
As I was putting a seat on the rear bench I found an old impeller and housing, then I remembered the seller said it had been changed not long ago. Maybe he forgot to put a little grease on it ?
 
Greensboro,5-10 seconds is perfectly normal for water to start exiting telltale after starting, Water will drain out after a shutdown of engine and will take a few seconds to refill engine block+heads and exit engine.
