You need to pull it back off and do it again. Even the experienced mechanic dont normally get it right the first time. First off check you have the impeller installed properly pull the cover and spin the driveshaft clockwise only if the fins are not going in the right direction it will not work properly. Just put a small squirt of dish soap on the impeller as you spin the driveshaft clockwise only. Pull the spark plugs so you can rotate the flywheel easy allways only turn in the clockwise rotation. Shift the gearbox in neutral the prop should spin easy in both directions. Never spin the driveshaft with the prop. Put the motor in neutral after you disconnect the shift cable. Then carefully install the gearbox and spin the flywheel clockwise to line up the driveshaft splines and wiggle the shift lever to line up the shift splines. Once all the way up put a nut on to hold it in place and test the shifter. You must spin the prop to shift into reverse and the prop should lock in both directions then shift into forward and the prop should ratchet in one direction and lock in the other. Once again do not turn the engine over with the prop. If you flip one of the fins on the impeller backwards you will need to do it again. Just take your time I allways try and do it in neutral first with good success. It is a challenge getting everything all lined up together water tube, driveshaft, shift shaft, reverse lock and bolt holes. Just make sure the gearbox is in the same gear as the engine.
