Lower unit replaced on 1986 Merc Classic 50. Engages into gear fine but when you pour the coal to it, it remains in idle speed. No advance in rpms and when you return to neutral, it shuts off and is hard to crank. Carb issues? It has two of them. Thanks for any help

What I didn't tell you is that this motor had not been cranked in about 10 years. After fogging the cylinders for about two weeks prior to cranking, it fired up within twenty seconds of turning the key. Even sitting still in neutral, I can't raise the rpms. That's why I'm thinking fuel related but you're the expert. Thanks.
