"When I run my classic 50 for a while the voltage on my gauge is reading between 15 and 16.5 volts. Is this normal or do I have a problem with the regulator? Also, where is the best place to get a manual for this engine? It's a 1989 classic 50 Merc. Thanks"

"I would suspect the regulator at fault, but I am sure more informative people will confirm,,,,,you can get manuals from this site the link is at the top left of any site page"

You don't have a regulator

You don't have a regulator on that motor just a rectifier. Check all your battery connections to be sure they are clean and tight. Look at the battery lugs very close for signs of corrosion at the base of the lugs. They can corrode inside where you can't see it. If all that is good have the battery load tested.
