Chrysler 4hp, 1983 water cooled

I bought this motor cheap knowing I had to replace a water pump impeller, as former owner said it wasn't pumping water. Bought an impeller(not cheap-paid more for it than I did for the motor), tore motor down, water pump impeller looked good but changed it anyway as long as it was apart. Put is all back together. Started it up and I don't get any appreciable water coming out of the unit. Tore it down again, all the way, blew out pressure line to engine, blew out engine passages both ways and blew out the outlet pipe. Now in looking at it, I'm wondering where the water does come out. The outlet stops about midway down the tower, so I guessing there is no tell-tale like other engines. Can I route this to the outside to "make" a tell-tale or what. I'm hestitant in putting this back together until I figure out how it's supposed to work. Does the water dribble out of the small holes lower on the midtower?Thanks.
 
I can't say for sure, but many small ob's have no tell tale, but rather spit exhaust and cooling water from the mid section. Should be more than a dribble though. I worked on a '71 evinrude 25 HP which had sprouted much grass in the cylinder head cover and would not circulate cooling water at all. Seeds must have been pulled in by the pump, and as it sat they had started to sprout, clogging the water passages and eliminating the return path for the water. May be able to drill and tap a tell tale hose into the exhaust bypass cover, but someone with more experience should say for sure. Hope this helps.

I haven't pulled the complete water pump off to check inlet, think I will do that and then maybe hook a drill up to the drive and see if it pumps. Thanks
