Chrysler 45 wont start

I finally got my gears connected, (thanks to some good advice here) so I took her out for a spin, and
ran out of gas. (Must be my week for fun and games) So I drifted over to a vacant dock, tied 'er up and
went for gas. But now it wont start. Everything seems to be working well, starter and connections and
it's getting gas but it just won't start. Does running out of gas have some bad effect on an engine?
 
Possible water in the last tank.
Loosen the float bowl,drain the fluid.
This also loosens the float and the needle(possible stuck).
Then squeezie it again.
Clean the plugs.
The starting fluid should be used as a last resort..
It strips the oil coating from the bearings.
