Chrysler 4 outboard (1981 I think)

You'd have to be VERY lucky to find a carb for something that old.
You can try : marine salvage yards, antique outboard sites and all the other outboard forums on the net.
Is it gone? or real bad condition? A little more info?
Not sure where your located? (profile?)
The states in the center of the country(Canada too) seem to have more marine salvage yards than states along the coast.
Any state that borders the ocean means salt water damage and an outboard used there usually isn't in good shape.

It seems the same carb was used for all years, (‘76-‘84). All years also list a Mercury carb,

1300-F521061-6 - Carburetor,​

although its $124.
I’d repair the original, search for a donor motor, or, if you really want your motor, buy the new one.

I just bought a small 14 ft John boat yesterday and the motor came with it, I took the carb off already and it had water in it. I cleaned it out and it is much better now but the bowl screw is broken. I might be able to just toss a new screw on and that would most likely work I just want to weigh my options. Also I am located in Milwaukee Metro area of Wisconsin.
 
Did the screw break off, is the screw stripped, or is the bowl threads stripped?
If it’s only the bolt, Go to your local Home Depot or Lowe’s. They have thread gauges, screw the old bolt into one & find out the thread size. Buy an SS screw of that size, cut it if needed.

Yes the bolt just broke off at the fluid holes for the banjo style screw, would just a regular SS screw work to replace this?
 
A banjo fitting is designed to pass fluid through. Often there is a hole drilled through the bolt, to let fluid continue on its path.
Post a photo of the bolt.

I am kinda thinking that same thing, I just haven’t been able to find any original specs for the screw. I might try and find one that looks similar on Amazon or somewhere similar and see if it works

I found out the thread pitch is 5/16”-24, now I just haven’t to try and find a screw with the same pitch

I could possibly make a screw withe the pitch of M8-1.0 work it just might be a little tight
 
Do not try yo use a metric bolt into an SAE fitting.

Originalcarby NLA, but this site lists the part # I posted above, for each year of the 4hp. It appears to be a mercury/Quicksilver carb.
