Charging problem with Mariner 80 - Very Jittery Readins?

My charging system was all bad. Replaced the rectifier once and it blew again. Checked stator and it was resistive on all leads. Replaced the stator and rectifier and then started the motor and read the voltage at the battery. When the voltmeter was connected to the battery the gauge began to jump around and was so jittery I could not get a good reading. I shut the motor off and am concerned that something is not right but have no idea what to do now. I checked the rectifier and it seems to be good so I am lost as to the jittery reading. Anyone have a clue?

perform this test http://www.myoutboardengine.com/rectifier.html or read the AC voltage on the output (battery) side...it should read less than 0.01 AC volts. Get a Merc. OE rectifier.

Well whatdaya think? I got to thinking something wasn't right and took a little cheap meter that I was given by Harbor Freight, I started the motor and hooked it up, lo and behold it is showing 13.8 volts at idle. BOOM! So much for these high end digital meters. I have no idea why but 2 other high end multimeters gave me the wrong readings. Live and learn.
