Charging problem with 1970 60hp johnson

Hey guys, first post on here.

I'll try to make this as short as possible.

My 1970 60hp johnson is not charging.

Here is what I've done so far:

New marine deep cycle battery
New battery cables and terminals
Cleaned all terminals involved with charging
New rectifier about 6 weeks ago (ohm tested last night again and it seems fine)
Tested the two stator wires (AC voltage) that go into the rectifier. I get fluctuating voltage, 5-36ish AC volts. I have no clue what is good or not.
Tested the two stator wires for being grounded (that would mean they are bad), they are not.
Tested the resistance between the two stator wires, it is supposed to be .75 ohms +/- .25, I am getting .9 ohms.
Rectifier is only putting out 4V DC
If I flip the two yellow wires from the rectifier on the terminal block, I get crazy high voltage coming out of the red rectifier wire (20+V DC).

Does anyone have any clue whats going on?

I do have the factory service manual for it and I've read it numerous times.

I've been asking around and haven't had any luck yet.
