Charging issue 2004 Yamaha txrc carb

Hey guys having some charging issues, I’ve posted on The hull truth with no success surprisingly. I have 23 volts coming from lightning coil at 1500 rpm’s and 40 volts at 3500. Now this is below spec according to my manual BUT unless I’m missing something this is enough voltage for the R/R to do it’s job.. with that being said I when I test the the R/R at the red output wire for dc voltage I only get a couple of volts is this not a proper way to test? Thanks for any help! I’ll post thread from THT that describes my issue

I should be able to see around 14 volts on the red output wire on the R/R?

Is the R/R connected to the battery when you are measuring it for output voltage?
