I have a 1975 rude 135589e. Part number 81 in question. I have the manual but it does not tell me how to adjust it. I know what it does and have not moved it's setting.my real problem is upon WOT it blubbers and will die. Anybody help me out here?

There are 4 high speed jets in that engine... make sure they're all absolutely clean.

Check compression. What are the psi readings off all individual cylinders?

Spark (with plugs removed) should jump a 7/16" gap with a string blue lightning like flame... a real SNAP! Does it?

Plugs should be Champion QL77JC4 plugs with the gap set to .030 . What are you using?

Is that #81 in the powerhead diagram hopefully you did not mess with the link it is a factory setting. Look up sync and link in your manual. On the throttle cam is a mark and the follower roller needs to be center of the mark and the throttle butterfly's on the carbs should be fully closed. Then as the mark on the cam passes center of the roller the throttle butterfly's should begin to open

I think I got it figured out the throttle pickup should happen at 5 degrees BTDC and max timing advance is 20 degrees BTDC. In a tank or on the water have your timing light on #1 plug wire and warm the engine up then advance the throttle until the top mark on the throttle cam is center of the roller and check ignition timing is 5 degrees BTDC. Once you have confirmed the carbs begin to open exactly 5 degrees and the mark is center of the roller point it toward the big part of the lake and take it WOT. The max advance should be at 20 degrees. Then you can fine tune the carbs. This all depends on if my manual is correct. Are you running surface gap plugs or standard plugs?

HAve not messed with part 81. I gather that some of the linkage adjustments are without the throttle cable hooked up. I am currently unable to pursue the adj. As I've prior commitments. Will post later. Thanks

compression is 135,140,140,140. Replaced the other two jets. Don't know about the snap on plugs as engine was running while viewing. Book says not to run engine with plug disconnected as cdi damage could happen. How in hell can it be done otherwise?

Everything is as you say. Replaced all 4 high speed jets to next size as I'm at 6500ft. Bushing on spark lever is in need of replacing but seems unavailable. The whole lever has lots of slop in it. Thanks for ur input. I do have the manual. It still bogs down.
