Carburetor spewing fuel

I have a 100 HP Mercury outboard with WME cars. I just rebuilt all four of them.

But the #4 carb has a large amount of fuel coming out near the jet at the mouth of the body. I rechecked the float and inlet needle and they appear to be fine. I also rechecked all the gaskets.

I am not sure why this is happening only to the #4 carb. I diid the same rebuild procedure to all 4 of them.

Any guidence would be great. Thanks.
 
What are the float levels set at. The bottom two carbs are not the same as the top two so you put them back as you took them off correct.

other than replacing the needle again for fear of a fauty one did you shine a light into the seat to make sure nothing is preventing the needle from shutting the fuel off. You can stick a clean hose onto the number 4 fuel inlet hold the float up so the needle is shut off and blow lightly into the hose and if you get air from around the needle area in the bowl.
