Carburetor issue

I have mint condition 1973 9.5hp 9322B
it won't start, when it did only for a few seconds.
I cleaned the carb and the hs jet real good. and one thing I'd notice is from the oem BRP carb kit, the core plug (#18 on the exploded diagram) is a bit small and when Installed, it fits when punched and expanded, but it seems to sit 1/4" lower, not flush to the top. Could it be the issue for not starting?

Well, I've been trying to start this motor for the past few days. I thought i got it down pat with new coils, points condensers, fuel hose and fresh 50:1 fuel mixture.
racerone did gave me some very solid advice , but still no success, and he suggested to post in the forum for more expert help. It started after a lot of pulling...put put putt for a few seconds then stalls....it won't start again. I'd also readjust the point gap at .020" and follow initial carb setting to a t. Spark test looks good, compression looks good. I'm stuck.
 
I got started.
adjust the slow speed needle back at 1/2 - 3/4 turn from gently seated position.
The carb must be absolutely squeaky clean.
