carburetor issue

Hi
I have 1990 Mariner 40 hp ELPTO. Serial number OC244985.
When i put it in the water for the first time this year it kept stalling and got progressively worse. i went to look at the engine and flames were coming out the oil level window in the cover. I'm glad the fire extinguisher worked! upon inspection i found the fuel connector block coming in through the cover and the fuel line immediately inside were melted. I assumed the fuel line had deteriorated and cracked causing a leak. i replaced all the fuel lines to be safe and a couple oil lines damaged by the fire as well as the oil reservoirhttps://www.google.com/search?q=res...PI6gugTqlIK4AQ&ved=0CBoQBSgA&biw=1227&bih=576 bottle. when trying to start it up after repairs i noticed a stream of gas coming off the bottom of the lower carburetor. looking closer i appears that it actually comes out the throat of the carb.
Do you expect a carburetor rebuild will fix this issue?

Fuel streaming out the front of the carb = needle valve or float. So yes a rebuild should fix it ( do all the carbs). Replace all of your fuel lines, not just the cracked ones. 1990 rubber doesn't like ethanol
