I have a 1982 2-Stroke Mercury 40 HP motor (serial number 5994692) that I can't seem to get running. It's an older style side bowl caruretor. I completely rebuilt the carburetor, and at first, the motor started and ran well. However, when I added throttle, the engine died.

After that, it became difficult to start, and I noticed fuel dripping from the bottom of the carb. I've taken the carb apart three times now, ensuring that I reassembled it correctly each time. Everything seems to point to a stuck float or a needle valve that isn't sealing properly, but as far as I can tell, everything is installed correctly and clean.

The hand pump fuel primer holds pressure, so I'm at a loss for what to do next. Any advice would be greatly appreciated.
