Carburetor float question?

Wondering if anyone can answer a question? I'm rebuilding the carbs on a 1997 mariner 150 mag 3. When I installed the new needle and seat I guess it's slightly different than the ones currently in the carb. The needle was bottomed out with the float in the empty bowl position. I adjusted the tab on float according to manual to where float is even with top of bowl when turned upside down. My question is I blew through fuel inlet. Needle functions properly and shuts off gas when in bowl full position. When flipped over to bowl empty position there is a small amount of resistance when blowing through fuel inlet. I'm just curious if this normal or should it be as easy as blowing through a straw. Maybe I'm over thinking it. Thanks for any replies.
 
Blow through a needle on one of your other carbs that you haven’t rebuilt yet for comparison. I’m not too familiar with carbs, but maybe that can help to see if it’s similar.
