Carborator Float Adjustment

When adjusting the float to seat the needle? Do you lower it to stop flooding or raise it

In my opinion floats rarely need adjustment.--------Float should be level when carburetor is upside down.--------Raise it ( carburetor upside down ) to prevent flooding.
