"I have a 78 johnson 9.9 (10sel78) I took off the carb, cleaned it, put it back on with a new carb kit and it won't start. It tries to start with the choke closed but won't run. What is adjusted wrong? thanks"

Is there a fuel filter and is it easy to change on these little 9.9 and 15 hp Johnsons (& Evinrudes)? Mine is a 1977 15hp Johnson. It seems there's a little cover under the hood that says filter in the fuel line. Just wondering if anyone can help with locating one (and advice on the ease of installation).
