Carb. flooding badly

Just rebuilt a Rochester 2bbl. It is in a 470 Mercruiser. Now everytime I crank it it floods with fuel. After I stop cranking it continues to poor fuel into the carb. How do I fix this problem? What are the possible problems here.
 
Did you end up re-using any of the old/original parts in the rebuild? needle, seat, etc..
Needle may be stuck open or float may be bad.
 
Float adjustment is the most important part of the carburetor settings. I will have to check on the float height, but holding the carb upside down, bowl off, they should not hang down past more than midway usually, Level/parrallel with the float bowl mounting surface.
