Carb butterfly not opening proper

I have a 1980 70 hp Johnson model number J70ELCSA serial Number J5301048 and i was wondering about the choke butterflys on the carbs had them rebuilt and for some reason they are not closing and opening at the same time the top stays open a bit the other 2 are fine

Choke is what i believe when key is pushed in it doesn't close all the way so i believe its the choke

Parts book shows an arm with screw.------Should be a simple adjustment.

Adjustment is right on the cchoke shaft.
