Can't tilt down completely - HP115 Johnson 2000

Engine will tilt up all the way, but will only go down 3 inches. This is an improvement from only about a half inch when problem started. I had the engine all the way up for over a week while a was replacing the impeller. When I completed the impeller job and tried to lower engine the problem started. When the engine goes down about 3 inches, it appears to be trying to continue and travels back up about a half inch when down switch is released. I have tried at least 4 bleeding cycles with no change. Using the manual release does not allow engine to drop. Any suggestions?
 
Raise. Motor,put on trail lock,open manual valve,remove pin holding tilt cylinder,close manual valve, switch down, if tilt cylinder retracts try to remember the last time you lubricated the tilt tube. If tilt cylinder does not retract replace tnt manifold.
 
Thank you Rwbutler for your reply. It turns out that the engine position lock was in place. I only was aware of the lever for locking the engine for travel. The other lock must have got set accidently when removing top. Thanks again
