can't go into forwar or reverse on TILLER

2012 15h 4s i can increse throttle on neutral but when trying to put it forward or reverse it won't let me.. it's like something is stuck or blocking the throttle.. and my motor is not locking the tilt couse of some rod with platic thing on it... any help
