Cant get Lower half back on, and gears working (help pls)

Advice sought on how the Gear selecter fits into and functions in the gearbox
Hi, I’ve just replaced the impeller on my mercury 4hp OB (age approx mid 90’s).This went well until I went to return the lower half back onto the unit.
I struggled to get the gear rod in to enable the lower unit to sit flush and allow it to tighten up. When I did, and it all bolted together, I could only get neutral&forward or Reverse&neutral.
I understand that when coupling the two rods of the gear selector and the gear shifter together it will allow the mechanism to lift up on forward, and drop down for reverse, and a mid way point for Neutral.
I’m not sure on how this works in relation to the shape of the goosenecks on the gear shifter. It seems to have to be in a certain position to fit back up the shaft to allow the caseing to attach flush,
When the lower half is off, I can manually push the gear shifter rod down, and (presumably that is reverse) when the rod is released up again, it is free to rotate 360 degrees, and at the mid point it can turn 180 degrees.
I can’t seem to get the unit back together and work properly, so i’m trying to understand how it works, rather than keep trying different random combinations (because that hasn’t worked yet) !
My question is, when the attached connecting rods are working normally, does the gear rod gooseneck rotate as the gear selector is switched between neutral/forward/reverse or is it simply a case of up and down motion for selection?
Alternatively has anyone any other suggestions on what I may be missing, to enable me to put this thing back together.

sounds like adjustment issue to me.

Thanks Ciscokid, you are spot on. I persevered today and managed to crack it.
It appears that when connecting the two rods together, I attached them in the wrong place.
I pushed the lower rod deep down into the gearbox, set the upper rod to the reverse position at the selector and joined the two rods together with the clamp at that point, clamping it tight.

Gears select perfectly and everything runs fine.
