CANNOT GET THIS SPRING IN RIGHT!

1989 Mercury 25 h.p. shallow water tilt spring install. There is a this spring that I cannot figure out how it sits. I've tried and tried. Looked at my manual and online but still can't figure it out! Driving me nuts!
The spring is part # 24-879894.
