Can you weld a Block?

In removing my 1990 90HP power head, the rear two studs were frozen resulting in one snapping of in the block (has been previously heli coiled so should com out ok) but the other snapped the piece of the block off which the bottom of the exhaust plate bolts to - just above the stat housing - see picture attached with broken piece resting on top! Can this be welded back in since it was a clean snap, say fill the bolt hole with weld and re-tap?

A machine shop could do a heli arc (aluminum weld) job. Check with a machine shop of your choosing and see what they have to say. Take the block with you of course.
