Can timing cause a no start

1982 Mercury 25

I'm pretty confident that I have the 3 needs of combustion - compression (re-test last night shows 120 on both); spark (jumps 1/2" gap on tester) and fuel (plugs have fuel on them when pulled) - but all I get is a few stutter steps and then nothing. Can it be that the timing is off bad enough to keep from a start? If so, what are the steps needed to correct it?

Another question - 2 small lines going from under the carb to the cylinders - are these fuel lines? or a vacuum line of some sort? I haven't checked/replaced them...

Any idea about the two small lines beneath the carb?"
 
"put your hand over the intake

"put your hand over the intake and crank, see if its drawing in air, could be case leak or seal damage"
