Can get full power

i have a 1975 50 hp evinrude #

i have a 1975 50 hp evinrude #50573b i put new igntion wires on it new power pack its getting good spark both cyl and has good comp and new prop it trolls nicely but i cant get full power out of it any ideas on what to do now thanks!

allso wandering i have water coming out of what i thought was the exhaust the two openings near the top of shaft is that suppose to happen
